The Phillips Neighborhood Clinic (originally known as "The Franklin Clinic") was founded by a group of health professional students at the University of Minnesota with the goal of providing healthcare to the homeless members of the Phillips community. The clinic opened its doors May 10, 2003 in the basement of the Oliver Presbyterian Church.

The clinic was originally a joint effort of the students and faculty of the University of Minnesota Academic Health Center (AHC), Center for Health Interdisciplinary Programs (CHIP) and Community University Health Care Center (CUHCC), under the supervision of Medical Director John Song M.D. and Clinic Coordinator Eric Meininger M.D.

During the 2006-2007 school year, the Phillips Neighborhood Clinic (PNC) underwent an organizational transition from a CUHCC satellite clinic and AHC supervisee to a joint partnership between the University of Minnesota Physicians (UMP) and University of Minnesota Medical School. The clinic reopened in June 2007 under the medical direction of Brian Sick M.D.
